Town Officials Main Page

June 30, 2010 -- An Item offered by Jim Connolly, a member of the ADKCAP Renewable Energy Task Force:
See article on legislation related to PACE Bonding. If the article is accurate, County IDA's and/or Development Authority of the North Country may have bonding authority for PACE Program. Westchester County also worked with NYSERDA to access Federal funding.

Here is the Babylon, L.I. Green Homes program, financed by a PACE-type
program:

"Thanks to the Town of Babylon, you won't have to pay anything up front for the work! The LIGH program lets you pay for these energy-saving home improvements with "benefit assessment financing," which means we pay the bills up front for the work on your home, up to $12,000. You re-pay us over time with the money you save on your utility bills every month.
You'll be taking the money you usually give to the utility companies and using it to make your home more comfortable and valuable. Your monthly payments in most cases will be less than what you're paying now, so you're keeping extra cash in your pocket too! That's what makes us so special, we bridge the gap between going green and saving green!"
The Town used proceeds from its solid waste recycling program, among other things to develop the base fund for the Green Homes Assessment.
Last I talked to the Director, they had hoped to renovate 35,000 homes over the next few years.

What this Page is About:  Saving Energy to Save Money:  Energy expenses cost Adirondack towns and villages hundreds of millions of dollars each year. Exporting money to buy energy reduces our economic vitality. If that money could be invested locally we'd create good local jobs, and build a long-term economic future where we won't export the money we work so hard to import into the region. This section of ADKCAP is here to give you straight answers on ways to cut costs in the Adirondacks.

We will post information here about how towns and villages can access resources to cut energy costs. Towns and villages that would like to be considered for pilot project support should contact us here.

See below for information about municipal activity in the Adirondack Park including an overview of two villages - Lake Placid and Tupper Lake- that saved money and energy with efficiency and conservation efforts.

Also included are the first two municipalities to conduct energy inventories in the Adirondack Park - Long Lake and the Village of Tupper Lake. Inventories are an important first step that allow a municipality to benchmark energy use and target cost effective energy use reduction strategies. Free software is available that allows a municipality to complete this process independently.
